How to Get Export Documents Attested: Step-by-Step Guide

You've spent weeks lining up an export deal. The buyer is ready, the goods are packed, and the paperwork looks clean. Then someone asks for attested documents... and suddenly you're Googling terms you've never heard before.

Attestation of export documents isn't complicated once you understand what it actually means. But the process can feel overwhelming if you're doing it for the first time.

This guide breaks it down step by step, so you know exactly what's needed, who to approach, and what to watch out for before your shipment moves.

TL;DR - Summary

  • What it does: - Proves your export documents are genuine to foreign governments, banks, and customs.
  • The sequence: - Notarisation → Chamber of Commerce → MEA → apostille or embassy legalisation.
  • Which route: - Hague Convention country? Apostille. Non-member (UAE, Saudi, China)? Embassy legalisation.
  • Timeline: - A few days to several weeks, depending on the destination.
  • Skydo advantage: - Need FIRA after shipment? Skydo sends it to your dashboard instantly.

What is attestation of export documents?

When you send documents to another country, the receiving party has no way of knowing if they're genuine. Attestation is how you prove they are. It is like an official stamp of authenticity, a recognised authority verifying that your document is genuine.

More formally, attestation is the process by which an authorised body confirms the authenticity of an export document. Foreign governments, banks, and buyers won't accept your paperwork at face value. Attestation gives them a reason to trust it.

Why is attestation required for exports

Importing countries don't take documents at face value. Before your shipment clears customs or your payment gets processed, the receiving country needs proof that what you've sent is legitimate. That's where attestation comes in.

A few specific situations where it becomes non-negotiable:

Customs clearance: Foreign customs authorities must verify that your export documents are genuine before releasing the goods. Without attestation, your shipment can get held up at the port indefinitely.

Banking and LC requirements: If your deal runs on a letter of credit, the buyer's bank will scrutinise every document. Attested paperwork is often a condition for the release of payment under LC terms.

Legal enforceability: If a dispute arises in the destination country, attested documents carry legal weight in its courts. Unattested ones may not be recognised at all.

Attestation vs notarisation vs apostille: what are the differences?

If you've been using these terms interchangeably, you're not alone. They're related, but they're not the same thing.

TermWhat it doesWhen you need itIssuing authority
NotarisationVerifies that the document and the signatory are legitimateFirst step before any further certificationLicensed notary public
AttestationConfirms authenticity for use in non-Hague Convention countriesWhen the destination country isn't an apostille memberGovernment body or Chamber of Commerce
ApostilleInternationally recognised certification under the Hague ConventionWhen exporting to Hague Convention member countriesDesignated government authority
Did You Know?

India joined the Hague Convention in 2005. Before that, every document destined for any country required full legalisation by the embassy. The apostille process replaced the one used by 120+ member countries.

What is notarisation?

A licensed notary verifies that your document is genuine and the signatory is legitimate. It's the first step, but not sufficient on its own for international use.

What is attestation?

Government or Chamber of Commerce verification that follows notarisation. Required when your destination country isn't a member of the Hague Convention.

What is an apostille certificate?

A simplified international certification under the Hague Convention. Replaces embassy legalisation entirely for member countries... faster and widely accepted.

Which export documents need attestation?

Not every document in your export file needs attestation. But the ones that do are usually the ones your deal depends on.

Commercial documents

  • Commercial invoice: confirms the value, quantity, and description of goods being exported
  • Packing list: details how goods are packed, which customs and freight forwarders rely on
  • Bill of lading: proves ownership and authorises the release of goods at the destination port
  • Letter of credit documents: Any paperwork submitted under LC terms often requires attestation before the buyer's bank will process payment

Regulatory and quality documents

If you're exporting food, agricultural produce, or pharma, you'll likely need these. Destination countries use them to confirm your goods meet their safety and quality standards.

  • Phytosanitary certificate: confirms plant-based goods are free from pests and disease
  • Health certificate: verifies that food or animal products meet the importing country's health requirements
  • Inspection certificate: third-party confirmation that goods were inspected before shipment
  • Conformity certificate: proves your product meets the technical standards of the destination country

Certificate of origin and statement of origin

A certificate of origin is a document that proves where your goods were manufactured. It's one of the most commonly attested export documents, and the Chamber of Commerce typically issues or attests it.

A statement of origin is different. It's a declaration made directly on the export invoice or another trade document, often used to claim benefits under a free trade agreement. It doesn't always need a separate certificate.

How to get export documents attested in India

Export Document Attestation Process

How to Get Export Documents Attested

Follow this sequence — skipping steps means starting over

1
Notarisation
Verify documents and get notarised by a licensed notary
2
Chamber of Commerce
Attest commercial docs, invoices, certificates of origin
3
MEA Attestation
Ministry of External Affairs authenticates for international use
Is the destination a Hague Convention member?
✓ Yes
Apostille
MEA affixes apostille sticker. No embassy needed. Done.
4 – 10 days total
✗ No
Embassy Legalisation
Submit to destination country's embassy in India. Fees non-refundable.
2 – 6 weeks total

The attestation process follows a specific order. Skipping a step or going out of sequence usually means starting over.

Step 1. Prepare and verify your documents

Before anything else, make sure your documents are complete, accurate, and signed by the right people. A missing signature or an incorrect date can get your application rejected at the very first hurdle.

If the destination country requires notarisation, get that done first. A licensed notary public will verify the document and the signatory before it moves further in the chain.

You'll also need supporting documents ready: your company registration certificate, IEC code, and any other paperwork the attesting authority may request.

Step 2. Get Chamber of Commerce attestation

For commercial documents like invoices and certificates of origin, your local Chamber of Commerce is usually the first stop. Bodies like FIEO and FICCI handle this regularly for exporters.

You visit the chamber, submit your documents along with a filled application form, and pay the applicable fees. Most chambers will ask for your company's membership details or proof of registration.

Turnaround time is typically one to three working days, though it varies by chamber and document type.

Pro Tip

Some Chambers of Commerce offer membership-based priority processing. If you export frequently, a chamber membership often pays for itself in faster turnaround alone.

Step 3. Apply for MEA attestation

Once your Chamber of Commerce attestation is done, the next step is the Ministry of External Affairs. The MEA authenticates documents for international use, and this is where your document either gets an apostille or gets prepared for embassy legalisation, depending on the destination country.

You can submit in person at MEA regional offices in cities like Delhi, Mumbai, Chennai, Kolkata, and Hyderabad. If you'd rather not handle it yourself, authorised agencies can manage the submission on your behalf for a fee.

Step 4. Complete embassy legalisation or apostille

If your destination country is a Hague Convention member, the MEA affixes an apostille sticker directly to your document. That's it. No embassy visit needed, and the document is valid across all member countries.

If the destination isn't a Hague Convention member (many Middle Eastern, African, and Asian countries fall here), you'll need embassy legalisation. Take your MEA-attested documents to the destination country's embassy in India, submit them with the required fees, and wait for their stamp. Turnaround times vary by embassy, so factor that into your shipping timeline.

Common attestation challenges and how to avoid them

Most delays in the attestation process come down to avoidable mistakes:

Incomplete or incorrect documents

A wrong date, a missing signature, or a mismatched detail can get your application rejected at the first step. Go through everything carefully before submission.

Wrong attestation sequence

The order matters. Notary first, then Chamber of Commerce, then MEA, then embassy. Skipping or reversing steps means starting over.

Choosing the wrong authentication type

Check whether your destination country is a member of the Hague Convention before you begin. Starting the embassy legalisation process when you need an apostille (or vice versa) wastes time and money.

Embassy backlogs

Some embassies move slowly... and there's no way to rush them. Factor in extra buffer time if your shipment has a hard deadline.

Rejected documents

Make sure signatures match your company's registered records and that none of your documents have expired. Both are common reasons for rejection that are easy to miss.
